How many additional tribal casinos under the new compact?
Under the old 2003 Compact, there was a maximum of 46 potential authorized facilities in the state. However, the amended 2021 Compact allows for 55 potential authorized facilities. Therefore, there could potentially be 9 new authorized casinos in the state, but this number may be reduced by the execution of transfer agreements.
What new games are legal in tribal casinos?
The Amended Tribal-State Gaming Compacts allow for additional games such as Craps, Roulette, Baccarat, Pai Gow Tiles, Big Six, and Sic Bo.
Will Tribes be able to conduct event wagering?
Yes, Tribes will be able to conduct event wagering at their casinos throughout the state. Additionally, there are 10 mobile sports wagering licenses available for Tribes to apply for under the recently passed Event Wagering legislation.
What wagers are prohibited for sports betting / fantasy sports?
Wagers will be prohibited on injuries, penalties, collegiate prop bets, and high school events.
When will these new amendments become operational?
While the Amended Tribal-State Compacts have been approved by the Federal Office of Indian Gaming and published in the Federal Register, the new amendments are not yet operational. The Department of Gaming is diligently working with our Tribal Partners to finalize the compact appendices and other required controls. Once the appendices and controls are approved, the new amendments will become operational in the state.
Was there an increase for slot machine and table game wager limits in the amended Compacts? If so, what are they?
Yes. Gaming Devices have been increased to a $10,000 limit and Table Games to a $100,000 limit.
Was there changes to tribal contribution percentages? If so, what are they?
Urban Tribes will continue to pay on a sliding scale ranging between 1-8% determined by their net win. Rural Tribes minimum contribution percentage has been reduced to .75%.
Event Wagering / Fantasy Sports Contests
Who will operate sports books for licensees?
Generally speaking, licensees will contract with established sports books who will operate event wagering in partnership with the licensee.
How many licenses are available for fantasy sports contests?
There is no limit of licenses available for fantasy sports contests.
Who’s able to apply and receive a license for fantasy sport contests?
The Department of Gaming is currently drafting rules for Fantasy Sports Contests. Once a draft of the rules are complete, these rules will be available for public comment and inspection.
What are the limits for private fantasy sports contests? (# of ppl and max amount of $)
Private fantasy sports contests cannot have more than 15 players per contest and $10K in total entry fees per year.
What types of wagers will be available?
The Department of Gaming is in the process of drafting rules for event wagering, which will include the types of wagering allowed in the state. This will include, but is not limited to: single game bets, teaser bets, parlays, over-under bets, money line bets, pools, exchange wagering, in-game wagering, in-play bets, prop bets, straight bets

Will individuals be able to place wagers online for pari-mutuel horse racing?
Yes, as long as the pari-mutuel horse racing event has been approved by the Department of Gaming, a wager can be placed on the mobile platform.
